Short project description:

The Executing Agency for the project is the State Department of Water and Sanitation Services. The Project Objective is to improve water supply and sanitation activities in selected coastal and northeastern regions in Kenya. The WSDP project includes rehabilitation and expansion of urban water supply and sanitation services in the coastal region and selected underserved northeastern counties. Part of the proceeds of the credit will be used for capacity building and institutional strengthening activities for the participating agencies including non-revenue water (NRW) reduction, billing and revenue collection systems, developing utility business plans, operations and maintenance of water supply and sanitation services.

As a first step, an initial institutional assessment of GAWASCO of has been conducted and a Performance Improvement Plan (PIP) report prepared based on the Utility Turnaround Framework (UTF) methodology. The initial assessment was to determine the scope of institutional development activities to be undertaken. GAWASCO now wishes to recruit a suitable firm or consortium with actual utility management experience to elaborate and set up the PIP. GAWASCO will be responsible for implementing the PIP, with the support of the selected firm. GAWASCO provides and distributes sustainable supply of potable water for commercial, industrial and domestic purposes. It is also charged with provision, control and maintenance of sewerage services for commercial, industrial and domestic concerns. It is in charge of treatment and disposal of sewerage generated within the service area. GAWASCO serves Garissa township and its environs covering a total of 65km2 (Township area). With the recent Garissa Water Act (2018), the mandate of GAWASCO was extended to cover the entire county.

GAWASCO water works (intake, treatment and distribution network) was designed for an ultimate population of 195,450 people which was to be achieved in year 2020. In the year 2000, GAWASCO Water Supply system had a design capacity of 21,000m3/day, up to year 2020, however this was reduced to year 2015 due to a faster growth rate than anticipated.

The current (2019) estimated water demand being 30,268 m3/day against the current average production of (14,000m3/day Tana River + 2,600m3/day 2Nº boreholes at Ziwani, and 4,000m3 from both ADC and IFTIN PRISON) 20,600m3/day. In 2019 GAWASCO conducted a customer identification survey.  The figures are yet to be validated.  Highlights include: 11,326 active connections reported, 8,496 connections were not metered and therefore billed on flat-rate while only 2,830 were metered. Many large consumers, e.g. institutions, hotels, small industries, are billed on flat rate; a reason why GAWASCO has very high NRW.

With the support of the World Bank, the utility is taking gradual steps to enhance its operational, commercial and financial performance through capital investments and measures to improve its management and operations using the UTF methodology. The initial institutional assessment that was conducted indicated that the utility is highly reliant on subsidy from the County Government. Its internal processes and procedures in the five areas assessed in the UTF will need to be strengthened.

Job description:

The key responsibility of the international Team Leader (m/f/d) will be successfully leading a team of four (4) key experts (HR Management Expert, Financial Management Expert, Distribution and Non-Revenue Water Expert and Maintenance and Asset Management Expert) as well as non-key staff (Institutional/Business Planning Expert, Commercial Expert, Process Automation/IT Expert).

The objective of the assignment is to support GAWASCO to set up, elaborate and implement their PIP. The assignment is to transfer know-how and experiences and implement technologies, to be brought in under the services.

A task force consisting of the Managing Director (m/f/d) and selected management team members of GAWASCO will be responsible for the implementation of the action plan of the PIP. The international Team Leader (m/f/d) of the selected Consultant will participate in monthly meetings.

The assignment will be awarded to and undertaken by a firm of consortium with actual water utility operational experience, as well as expertise and experience in supporting institutional capacity development and change initiatives in urban water utilities of similar size and level of capacity of GAWASCO.

The consultancy is expected to demonstrate visible change in the operations of GAWASCO and demonstrate improvements on GAWASCO’s maturity scorecard by end of the contract period.
